Desalination: Resource and Guidance Manual for Environmental Impact Assessments

The world's oceans have always been a source of food and other goods. The industrial‐scale production of drinking water from the sea, however, has only become possible since the 1950s. Today the worldwide number of desalination plants increases at rapid pace, as production costs of desalinated water have declined and many regions turn to desalination in order to alleviate the burdens of water scarcity. Desalination undoubtedly offers a wide variety of benefits for human health and socio‐economic development. It provides a seemingly unlimited, draught‐resistant and constant supply of high quality drinking water while reducing the pressures on freshwater ecosystems and groundwater aquifers. In spite of these advantages, concerns are raised over potential negative impacts of desalination activity on the environment. These need to be investigated and mitigated in order to safeguard a sustainable use of desalination technologies, which can be attained by conducting project‐ and location‐specific environmental impact assessment (EIA) studies. This publication intends to assist project designers, regulators and decision makers to anticipate and address all relevant public health, socio‐economic and environmental concerns that may arise when undertaking a desalination project, for obtaining maximum beneficial use of the desalinated water in terms of quality, safety and environmental protection.

Since the dawn of civilization irrigation has played an important role in helping man satisfy the most basic of all his needs the need for food. However, the impact of irrigation projects is not exclusively beneficial, and when assessing the viability of such a project the adverse consequences must also be taken into consideration. The purpose of this document is to highlight the most serious of these consequences, which can be most damaging to the fragile and delicately balanced ecosystems that characterize the arid and semi-arid regions, so that full account may be taken of the necessary preventive or remedial actions that must be incorporated into any well-planned irrigation scheme, if the benefits gained are not to prove illusory.

This manual was prepared as part of the Phase I programme of the Network f or Industrial Environmental Management (NIEM). The manual presents in detail the methodology and procedures to be used in conducting discharge characterization surveys at small pulp and paper mills. Network members, drawn from industry, government and academia of the Asia—Pacific region, conducted a series of coordinated projects on discharge characterization of pulp and paper mills based on the recommendations of this manual. The results and experience obtained during the course of the individual mill surveys was used to revise and update this manual to its present form.

The principal objective of the Manual is to contribute to the improvement of environmental legislation on various levels of scope and goals, and under different conditions of resources and development. Common and comparable elements and principles are therefore emphasized. They are set in the framework of rational human uses of the environmental resources and the interdependence of socioeconomic development and proper resource management. The Manual is directed primarily at legislative efforts of the
comprehensive enabling kind. The basic concepts, elements and approaches are, however, applicable and recommended on other levels of sectoral or subsidiary legislation and implementation. They can be scaled down to serve these various purposes.

Toolkit for Identification and Quantification of Mercury Releases: Pilot Draft - November 2005

This Toolkit aims to assist countries that are developing their mercury inventory to estimate releases of mercury, and also leads them through the process of how to enhance and refine these inventories. The Toolkit’s goal is to guide the inventory makers within a country through the different techniques and stages of developing the inventory, by providing a methodology, illustrative examples and extensive information on mercury release sources. The Toolkit aims to reduce the workload in the creation of national or regional mercury inventories.
