When the Land Based Sources of Marine Pollution (LBS) Protocol of the Cartagena Convention was adopted in Aruba in 1999, it confirmed the commitment of Governments of the Wider Caribbean Region to protect their fragile coastal and marine resources from land based sources of pollution. The LBS Protocol committed regional Governments to develop and adopt Best Management Practices to reduce non-point sources of pollution, including from inappropriate agricultural practices.

The third meeting of the Conference of the Parties to the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa, organized by the United Nations Environment Programme (UNEP) under the theme “From decisions to action: working for Africa with a safe chemicals and waste future”, was held
in Brazzaville from 12 to 14 February 2020 and was hosted by the Government of the Congo. The three-day meeting began with a two-day expert segment on 12 and 13 February, followed by a ministerial segment on 14 February.

Reports and Books Report of the Third Meeting of the African High-Level Expert Panel on Climate Change
The work of the African Ministerial Conference on the Environment (AMCEN) on climate change in Africa was initiated as a follow-up to the twelfth session of AMCEN, held in Johannesburg, South Africa, in June 2008, during which ministers underscored the importance of the decision and outcomes of the thirteenth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change and the third session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, held in Bali, Indonesia, in December 2007, in particular the agreement on the Bali Action Plan, which set 2009 as the end date for negotiations on strengthening the climate regime beyond 2012.

Reports and Books Report by UN Environment on the activities of the Polychlorinated Biphenyls Elimination Network - Note by the Secretariat
Pursuant to decisions SC-5/7, SC-6/6, SC-7/3 on polychlorinated biphenyls of the Conference of the Parties (COP) to the Stockholm Convention on Persistent Organic Pollutants, the UN Environment Chemicals and Waste Branch has been serving as the PCB Elimination Network Secretariat and undertaking activities to assist the network members and the parties to the Stockholm Convention to fulfil their mandates on this topic. At COP-7, the Secretariat of the PEN was invited to inform the COP at its next meeting regarding activities of the PEN. The following gives an overview of the activities undertaken to date and explains the current status of the PEN.

Reports and Books Report on implementation of Decision-6 (AMCEN-12) - Thirteen session of African Ministerial Conference on the Environment
This report summarizes progress made on the implementation of Decision 6 (Environmental Education and Technology-supported Learning) which was endorsed at the 12th Session of AMCEN (see Annex I). Paragraph (f) of this decision called for an interim report to be presented to AMCEN-13 in 2010 with the final report due for presentation to AMCEN-14 in 2012. The report explicitly covers both the environmental education (Section 3) and eLearning (Section 4) components of Decision 6 whereas other sections of the report combine both aspects in an integrated manner.

The Conference of Plenipotentiaries to Adopt the Protocol Concerning Pollution from Land-Based Sources and Activities to the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region was held in Oranjestad, Aruba, between 27 September and 6 October 1999, as a result of a decision taken by the Contracting Parties to the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (the Convention) in June 1998 as reflected in UNEP(WATER)/CAR IG.15/7. The Conference was convened by Mr. Nelson Andrade Colmenares, Coordinator of the Regional Coordinating Unit of the Caribbean Environment Programme of the United Nations Environment Programme and was co-hosted by the Government of Aruba (Kingdom of the Netherlands) and the United States of America.
