Reports Consultative Process on Financing Options for Chemicals and Wastes: Final Report on the Implementation of Governing Council decisions SS.XI/8 and 26/7: Report of the Executive Director
The present document is the final report of the Executive Director on the consultative process on financing options for chemicals and wastes, as requested by the Governing Council in its decision 26/7 of 24 February 2011. The report is based on, among other things, the outcome document of the fifth and final meeting in the consultative process, held in Bangkok on 6 and 7 October 2011; the co-chairs’ summary of the discussions of the contact group on finance and technical assistance at the first meeting of the Open-ended Working Group of the International Conference on Chemicals Management, held in Belgrade from 15 to 18 November 2011; and multilateral and bilateral consultations with Governments and other relevant stakeholders.

Reports Intergovernmental Science-policy Platform on Biodiversity and Ecosystem Services: Report of the Executive Director
The report provides information on progress in the implementation of Governing Council decision 26/4 and on an intergovernmental science-policy platform on biodiversity and ecosystem services, including the outcomes of the first session of the plenary meeting to determine modalities and institutional arrangements for the platform, held in Nairobi from 3 to 7 October 2011. The Governing Council is not required to take a decision on this matter, as the second session of the plenary meeting is being organized pursuant to decision 26/4.

Prepared pursuant to paragraph 2 of Governing Council decision 26/1, the present report suggests that the Governing Council adopt a draft decision on incremental improvements to international environmental governance, and provides relevant information. It also describes progress in the implementation of decision 26/1, pursuant to paragraph 7 of that decision.

The twelfth special session of the United Nations Environment Programme (UNEP) Governing Council/Global Ministerial Environment Forum was held in Nairobi from 20 to 22 February 2012. It was convened in pursuance of section I of Governing Council decision 26/17 and paragraph 5 of General Assembly resolution 40/243 on the pattern of conferences, and in accordance with rules 5 and 6 of the rules of procedure of the Governing Council.

The present report presents the outcome of the informal open-ended consultations held by the President of the United Nations Environment Assembly with Member States. The aim of the consultations was to formulate new proposals on the following outstanding elements of a new United Nations Environment Programme (UNEP) policy on stakeholder engagement: (a) Definition of stakeholder; (b) Accreditation process and criteria; (c) Access to pre-session and in-session documents; (d) Meetings of accredited major groups and stakeholders with the Bureau of the United Nations Environment Assembly.
