Policy on Stakeholder Engagement: Report of the Executive Director

The present report presents the outcome of the informal open-ended consultations held by the President of the United Nations Environment Assembly with Member States. The aim of the consultations was to formulate new proposals on the following outstanding elements of a new United Nations Environment Programme (UNEP) policy on stakeholder engagement: (a) Definition of stakeholder; (b) Accreditation process and criteria; (c) Access to pre-session and in-session documents; (d) Meetings of accredited major groups and stakeholders with the Bureau of the United Nations Environment Assembly.

2/25. Application of Principle 10 of the Rio Declaration on Environment and Development in the Latin America and Caribbean Region

The United Nations Environment Assembly encourages countries to continue their efforts to strengthen international dialogue and cooperation, technical assistance and capacity-building in support of the implementation of Principle 10 of the Rio Declaration, taking into account relevant advances, instruments, experiences and practices since its adoption, and to work for the strengthening of environmental rule of law at the international, regional and national levels;

2/24. Combating Desertification, Land Degradation and Drought and Promoting Sustainable Pastoralism and Rangelands

The United Nations Environment Assembly, among others, calls on the United Nations Environment Programme to contribute to strengthening existing global partnerships that promote a shared vision of resilient landscapes for resilient people and strengthen coordination in the fight against desertification and land degradation.

The United Nations Environment Assembly notes that, in line with the Financial Regulations and Rules of the United Nations, agreements for which the United Nations Environment Programme carries out the functions of the secretariat must be based on the principle of cost recovery when it comes to administrative costs.

2/22. Review of the Cycle of the United Nations Environment Assembly of the United Nations Environment Programme

The United Nations Environment Assembly Decides to hold its regular sessions in odd numbered years commencing with its third session in 2017;Also decides that the above-mentioned cycle shall also apply to the open-ended meetings of the Committee of Permanent Representatives to be held in accordance with Governing Council decision 27/2; Further decides that, on an exceptional basis: (a) Its third session shall consist of a 3-day meeting without prejudice to the duration and functions of its high-level segment as set out in Governing Council decision 27/2; (b) The third session of the open-ended meeting of the Committee of Permanent Representatives shall consist of a 3-day meeting and will be convened back-to-back with thethird session of the Assembly in order to minimize financial costs; (c) The fourth meeting of the Subcommittee of the Committee of PermanentRepresentatives shall take place in 2017 and that the Committee of Permanent Representatives shall review the agenda and organizational modalities of the Subcommittee.

2/21. Sand and Dust Storms

Through Resolution 2/21, the United Nations Environment Assembly, among other things, requests the Executive Director to, within the programme of work and available resources, support Member States, in collaboration with relevant United Nations entities and other partners, in addressing the challenges of sand and dust storms through the identification of relevant data and information gaps, policy measures and actions, building on the “Global assessment of sand and dust storms” under General Assembly resolution 70/195 of 22 December 2015, and in connection with the ongoing efforts on air quality monitoring and assessment in response to United Nations Environment Assembly resolution 1/7.

2/18. Relationship between the United Nations Environment Programme and the multilateral Environmental Agreements for which it Provides the Secretariats

Resolution 2/18 Requests the Executive Director, in consultation with the secretariats of the UNEP-administered multilateral environmental agreements, to develop a flexible draft template of options for the provision of secretariat services in an appropriate form, such as a memorandum of understanding between the Executive Director and the conferences of the parties or other relevant governing bodies of the UNEP-administered multilateral environmental agreements, for their consideration; and Encourages the Executive Director, in establishing the delegations of authority to the heads of the multilateral environment agreement secretariats, to maintain the flexibility required on a case-by-case basis, including to reflect the size of the multilateral environmental agreement secretariats
