Status of Activities Sub-programme on the Assessment and Management of Environmental Pollution (Amep) for 2010-2012 - First Meeting of the Contracting Parties (COP) to the Protocol Concerning Pollution from Land-Based Sources and Activities (LBS Protocol) in the Wider Caribbean Region.

This report presents the status of activities for the Sub-Programme on the Assessment and Management of Environmental Pollution (AMEP) in support of the Protocol Concerning Land-Based Sources of Marine Pollution (LBS Protocol) and the Oil Spills Protocol for the period 2010-2012.

Report of the Meeting - First Meeting of the Scientific, Technical and Advisory Committee (STAC) to the Protocol Concerning Pollution from Land-Based Sources and Activities (LBS) in the Wider Caribbean

Following the entry into force of the LBS Protocol in August 2010, Article XIV of the LBS Protocol established the LBS STAC. Under Article XIII.2.c, the Secretariat of the Cartagena Convention is responsible for providing such assistance that the STAC may require to carry out its functions, as referred to in Article XIV.

Report of the Interim Working Group on Environmental Monitoring and Assessment - First Meeting of the Contracting Parties (COP) to the Protocol Concerning Pollution from Land-Based Sources and Activities (LBS Protocol) in the Wider Caribbean Region

Decision XI of the 14th IGM on the Action Plan for the Caribbean Environment Programme and 11th COP to the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region, stated: (a) recognizing the efforts by the Secretariat and by RAC CIMAB to produce the final draft report of the update of Caribbean Environment Programme Technical Report No.33; (b) acknowledging the significant contributions from member Governments to enable the completion of the update; and (c) noting the continued efforts by the Secretariat to strengthen its information and data management capacity and its proposed hosting of clearing house and information dissemination mechanisms. Decided to: Establish an Interim Working Group to continue work related to monitoring and assessment that could use Technical Report No. 33 as a baseline document; with the goal to improve effluent reporting and assessment of water quality conditions throughout the Convention Area, under the LBS Protocol (Decision 3), and; Request the Secretariat to identify resources for convening regional technical meetings as part of the 2010-2011 Work plan in support of the work (Decision 4).

When the Land Based Sources of Marine Pollution (LBS) Protocol of the Cartagena Convention was adopted in Aruba in 1999, it confirmed the commitment of Governments of the Wider Caribbean Region to protect their fragile coastal and marine resources from land based sources of pollution. The LBS Protocol committed regional Governments to develop and adopt Best Management Practices to reduce non-point sources of pollution, including from inappropriate agricultural practices.

Draft report of the third session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities

The third session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities was held pursuant to United Nations Environment Programme (UNEP) Governing Council decision 26/6 of 24 February 2011, by which the Governing Council requested the Executive Director to proceed with organizing the third session, working to ensure that participation was as broad as possible and, to that end, urged all Governments to be actively involved in the intergovernmental review process and, where possible, to make financial contributions to defray costs associated with that meeting.

Proceedings of the Governing Council/Global Ministerial Environment Forum at its twelfth special session

The twelfth special session of the United Nations Environment Programme (UNEP) Governing Council/Global Ministerial Environment Forum was held in Nairobi from 20 to 22 February 2012. It was convened in pursuance of section I of Governing Council decision 26/17 and paragraph 5 of General Assembly resolution 40/243 on the pattern of conferences, and in accordance with rules 5 and 6 of the rules of procedure of the Governing Council.
